Snow in rare places this year?
Does anyone think rare places such as florida, southern georgia, south texas, los angeles or phoenix could see snow this year?

They could, but the odds are much less than last year. The cold air will come down from time to time but as we've seen so far in November that the storm track has been persistent going from the NW through the rockies into the midwest/lakes. This is a result of La Nina. The chances of those places seeing no snow at all is somewhat higher than seeing snow.
Also, drought has developed or persisted in these areas which indicates the lack of precip the past few months.

It's snowing here in Eastern NC right now, that is rare in itself, and the second year in a row we've had pre-Christmas snow.
