Why they classify it as TD#7 instead of TD#6?

Why they classify it as TD#7 instead of TD#6?

This system is from the split that happened with former TD#6 but I would want to know what criteria they decided to rank it as TD#7.

Similar to why after Iris dissipated it was renamed Manuel in the EPAC. The centers are not the same and it was not a pure reformation. Part of the energy broke away and formed into a new cyclone. This also happened in 1985
