Short notes, SAL may hinder development significantly as this is embedded within the SAL. These types of systems typically do not reach hurricane intensity until they break free of the environment

The system is so far from many coastlines, that pinpointing southern Florida by itself is being too conservative with all the variables this and all tropical disturbances have.
