NWS TPC/NATIONAL HURRICANE CENTER MIAMI FL
200 AM EDT WED JUL 16 2008

FOR THE NORTH ATLANTIC...CARIBBEAN SEA AND THE GULF OF MEXICO...

THE NATIONAL HURRICANE CENTER IS ISSUING ADVISORIES ON TROPICAL
STORM BERTHA...LOCATED ABOUT 360 MILES NORTH-NORTHEAST OF BERMUDA.

DISORGANIZED THUNDERSTORM ACTIVITY OFF THE SOUTHWEST FLORIDA COAST
IS ASSOCIATED WITH A TROUGH OF LOW PRESSURE. THIS SYSTEM IS LIKELY
TO PRODUCE LOCALLY HEAVY RAINS OVER PORTIONS OF THE FLORIDA
PENINSULA AS IT MOVES EASTWARD OR NORTHEASTWARD DURING THE NEXT DAY
OR SO...ALTHOUGH SIGNIFICANT DEVELOPMENT IS NOT EXPECTED DUE TO THE
PROXIMITY OF THE SYSTEM TO LAND.

THE AREA OF LOW PRESSURE LOCATED ABOUT 600 MILES EAST OF THE
WINDWARD ISLANDS HAS NOT BECOME ANY BETTER ORGANIZED. HOWEVER...
THERE IS STILL A SMALL WINDOW OF OPPORTUNITY FOR THIS SYSTEM TO
BECOME A TROPICAL DEPRESSION TODAY BEFORE ENVIRONMENTAL CONDITIONS
BECOME UNFAVORABLE FOR DEVELOPMENT. THE SYSTEM IS EXPECTED TO
BRING GUSTY WINDS AND LOCALLY HEAVY RAINFALL TO THE WINDWARD
ISLANDS OVER THE NEXT COUPLE OF DAYS.

ELSEWHERE...TROPICAL CYCLONE FORMATION IS NOT EXPECTED DURING THE
NEXT 48 HOURS.

I doubt that low has any shot at developing since you can see on radar that it's right off the coast of St. Pete. A big rain maker for some I'm sure but that'll be it.

you can definitely see it spinning at about 25N 86W. WEAK...but its spinning and the NHC satellite has placed a Low of 1015 right over the spin with a trough extending to the west.
