We are just accurately measuring hurricanes. I know the Great Havana of 1846 had a central pressure of 902 millibars. I would not be surprised if some of those hurricanes had low pressures, some of them in the top 10, like Hurricane Dog (1950), 1928 Okeechobee Hurricane, Indianola Hurricane of 1886, and Hurricane San Ciriaco (1899).
