Here is a website with list major Texas floods. It includes the Thrall flood of 1921, where 38 inches fell in 18 hours. It was caused by a remnant of a hurricane that made landfall on Mexico and there was a "core" rain event in that area. They also had a show about Texas floods, which aired before Hurricane Katrina made landfall on the Gulf Coast.
