In general at 1000 ft the reduction should be 80%.. but we already have 33 kt report (usually of 10 min ave) from Barbados.. so it looks a little low in this case. It is just hard for me to believe that Barbados got the peak and there are no 34 kt winds to make this a TS... seems a little dodgy to me.

The highest I have seen is 40kts at flight level, with probably an 80% reduction being used.
