There is a spi in the middle gulf. Any chances?

It's an ULL under weak steering currents moving slowly west-southwestward near Louisiana (it's nearly stationary). It has partly helped to spark off scattered thunderstorms over interior and coastal southern Florida this afternoon due to weak to moderate mid-level west-southwest to southwesterly flow here.

Well, I considered that. But considering it pertains to this topic, I thought it better to post it here. Are all questions supposed to be posted in this other forum?

If I had to take a guess it would be very rarely. Most of the time a tropical wave interacting with a upper-low develops tropical systems. Depends on what you define a upper-low becoming a tropical system.
I have very rarely seen just an upper-low working down to the surface & tropical formation occuring, without any other influence.

not exactly, Amy. It was more like a MC coming off the coast and festering in the GOM for a couple of days in 83. We had a few like that this year but only made it to the mid-levels before fizzling out.
