Since this is a NASA and not a NOAA deal the data is getting to the NHC thru an alternate means probably...that pass over the top was timed perfectly for any last minute tweaks to the 1100 output from the NHC by the way. Also...if you are watching via google earth the current visible sat pix is interesting...when did that twin system due south develop? Suprise suprise....
