Plan of the Day (Recon)

When reading the Tropical Cyclone Plan of the Day for the Recon, I am not sure about A. and C., like in the product right now, the A. time is later than the C. time. Can someone please explain to me why?

A. Fix/Invest Time
B. Mission Identifier
C. Departure Time
D. Forecast Position
E. Time on Station
F. Altitude(s) on Station
G. Remarks (if needed)

Line C Means the time when the flight is scheduled to depart from base. It will always be sooner than Line A because that's time they are scheduled to be in the system.

C. Is when they takeoff from the airport.

A. Is when they actually get to the system.
