ULL ? Over central Cuba.

Is that an upper level low forming. It is most noticeable on water vapor imagery so I'm guessing it's at a high level.

It's unusual there is no mention of it in the TWD. It seems to be fairly significant.

The first frames of visible make this look not all upper level.
The rotation is now south of Cuba.

Does this look like surface circulation to anyone else?? What I'm looking at is south of Cuba west of center.
