31 knots at flight level --> 25 knots at the surface

how do you convert that?

At the current altitude (about 330 meters), the conversion level is 0.80 on average. If winds are 31 knots at 330 meters, then the surface winds will be around 31*0.8 or 25 knots.

The magic number for Tropical Storm intensity (based on 80%): 43 knots at flight level

What winds must they find to classify this as a TD?

There generally isn't a minimum threshold, but storms with LLCs and 25-knot surface winds have been classified depressions. This invest already has 25-knot winds as indicated by the recon -- that is, if the .8 conversion factor is applicable here.

OK then, they just need to keep heading north and try to find a LLC, as it doesn't look like this will have TS winds at this point.

I don't think there is a official minimum threshold.. the main thing they need to see is a closed circulation at the surface.
