No offense, but your statement makes no sense to me. I've seen tornadoes form out of clouds that were more than a mile in the air at the base of the cloud.

That would make a funnel slightly "more than halfway to the ground a mere almost-half mile away. Tornadoes do the terrible damage they do precisely because their strong rotational winds extend to the ground. It they don't extend to the ground they are not tornadoes and cannot be considered to be, and any damage incurred on the ground is as a result of severe thunderstorm winds or derechos, not because of a funnel aloft.

I remember seeing a photo in a library book of an "invisible" tornado. The funnel looked like it was barely poking out of the cloud, but there was a definite debris cloud on the ground.
