Taking the flight level winds and multipying them by .8 to get the conversion to the suface winds.

If adjusted by .9, it would be 69kt at the surface - an 80 mph hurricane.

If adjusted by .8, it would be 59kt at the surface - status quo.

Since it is a .8 reduction, then 60 knots seems correct. Not a hurricane yet (doesn't look like one)

they are still at low altitude and I thought they were supposed to fix the center at 1800 as well?

Pressure is up one MB. Not that it really makes much of a difference, but at least it's not strenghtening rapidly.
