"Strongest" depends on a lot of things; but if you mean having had the lowest barometric pressure measured, (which would mean the "strongest ever in the Atlantic Basin, not just W, or October), it almost certainly is NOT the lowest "ever"... but "in the history record"... technicality, no doubt, but the superlatives expressed about any storm are more often than not, will vary from source to source. The NHC is saying that Wilma is 16.8 Billion, other sources say it's lower. Whatever, in its own way, a storm of any kind is potentially a harbinger of massive costs to those affected, in life, as well as property. JMHO.
