Dallas man rides scooter to cut down on gas

DALLAS, Texas - There's a man in Dallas who is so concerned about saving money on fuel that he's willing to break the law to do it.
Every morning, Eric Hansen puts on his gloves, his shades, his helmet, and walks down the stairs, carrying his ride.
"I'll say, can I have 65 cents worth of gas please on pump number two, and I fill it up and I go for another 20 miles."
Hansen rides three miles to his job as a computer programmer on his scooter.
Looking like something a kid would ride, with an egg beater on it, the scooter cost $200 dollars on the internet.
"I guess you'd have to compare it to like being on a jet ski, wind going through your hair."
Hansen likes to think of himself as rebellious.
Actually, he is more of an outlaw.
"Shortly after Hansen bought his motor-assisted scooter, the City of Dallas passed an ordinance which bans the scooters on city streets and sidewalks.
So now when Hansen drives to work, he's breaking the law.
Police say it's a matter of public safety.
"You know he's been warned. But if he does continue to violate the law, then he does risk being issued a citation," said a police spokesman.
Hansen hasn't gotten a ticket, not yet.
He thinks a state statute which allows motor assisted scooters on some streets over-rules the city ordinance.
"I'd almost welcome the opportunity to get a ticket to take this to court and stand before a judge and tell him why I think the city ordinance is repugnant," he says.
"I don't feel like a criminal."
For now, this rebel with a cause says he'll continue to surf the streets of Dallas, for pennies a mile.

HOUSTON, Texas (WFAA ABC 8/AP) - Texas retail gasoline prices dipped this week, just in time for the Memorial Day holiday, according to the weekly AAA Texas gas price survey released Friday.
The survey showed that regular was averaging $2.79 per gallon, down 6 cents from last week. Meanwhile, the national average was $2.86, also down 6 cents from last week.
Auto club spokeswoman Rose Rougeau noted that the average price remained nearly 80 cents per gallon higher than a year ago.
However, "this week's decrease in gas price averages is welcome news for travelers this Memorial Day weekend," she said in a statement issued Friday.
The state's most expensive price average was in the Galveston-Texas City area at $2.91 per gallon, down nearly 4 cents. The cheapest price average was in Corpus Christi at $2.56 cents per gallon, down 15 cents from last week.

Good news here in Puerto Rico as the price came down slightly.It is now at 68.7 a liter down from the over 70.7 a liter it was last week.

Gas pump dispenses premium at 32.9 cents
DOYLESTOWN, Pa. (AP) - A Memorial Day special? A time warp? Motorists lined up for a brief fueling frenzy at a pump in Doylestown, Bucks County. The pump was selling premium gasoline for 32.9 cents a gallon.
After drivers called friends and relatives, up to a dozen cars lined up for a turn at the Lukoil pump. The pump should have been set at $3.29.
The rush Monday was short-lived, though.
Doylestown Township Police Chief Stephen White said a woman called 911 after she noticed the error, though she pumped 'plus' grade at the correct price.
Once the mistake was discovered, a Lukoil employee put up signs temporarily halting sales of the premium until the price was adjusted.

Gas theft scandal in Cockrell Hill

COCKRELL HILL, Texas — Two former Cockrell Hill city workers are in jail, accused of stealing thousands of dollars of gasoline by illegally using city credit cards.
Now the small community of 4,400 in southwest Dallas County must take a closer look at its already-tight budget to make up the difference.
The alleged offenses by Juan Lopez and Carlos Gooden took place at two gas stations—one in South Dallas, the other in Cockrell Hill.
"This was a four or five month process that went on and was testing the system," said Mayor Luis Carrera. "They were able to get away with it."
At first, officials thought the gasoline use surge was sparked by increased activity in the public works department.
Then, last month—when the suspects apparently believed they wouldn't get caught—the purchases skyrocketed.
"They believe they were filling their own cars and other peoples' cars up as well ... and using a city credit card," said Cockrell Hill Police Chief Catherine Smit.
Police said Lopez and Gooden supplied the "free" gas to others, some of whom paid a surcharge—which the two suspects pocketed.
Investigators said both men have confessed.
Stealing nine or or ten thousand dollars may not seem like a lot of money, but Cockrell Hill is a poor city.
The gasoline theft represents about one-third of the city's annual fuel budget for the public works department.
"It takes money away from the public," Mayor Carrera said. "In a sense, it's money we don't have."
The misused gasoline money could fund:
• one-half of a used public works department truck
• four months' salary for a police officer
• a years' worth of replacement water mains
City officials are talking to the credit card companies about the theft.
"We're just going to have to tighten up and make sure these incidents don't happen," Mayor Carrera said.

The lowest here is $2.77, but the gas at this station must be so expensive, a thief decides to steal 3,000 gallons.

Latif Abdul discovered the crime when he got to his station about 5:00 a.m. and a fuel tank monitor warned him a tank was low. He printed out a record that confirmed a sudden loss of 87 octane fuel about 2:45 a.m.
"It shocked me," Abdul said.
Abdul's customers were surprised as well.
"Man, that's crazy," said one customer. "So, how did they do it?"
Hurst police said they believe the crook needed specialized knowledge and equipment such as a large tanker truck. However, they said they have never seen a case like this one.
Contrary to popular opinion, Abdul said he only makes a couple of pennies a gallon on gas. He works seven days a week and makes a living mainly off store sales.
He said the stolen fuel will cost him about $8,000.
"It's going to take me at least five to six months to pump the gas to make that kind of money," he said.
Two years ago, someone beat up a driver and stole a whole tanker load of gasoline from a depot in Southlake. Police never solved the case.
Hurst investigators said they have few clues on this case as well.
