It looks pretty good on satellite already. I wouldn't be surprised to see something out of that. It just needs to get out of the ITCZ (it's at 5°N right now).

There appears to be a nice upper high over it...With nice outflow channels and decreasing shear of 5 to 10 knots. It has a good chance.

The only thing going against it right now is its low latitude. The core is between 3°N and 6°N.

That's not going against it. Vamei in 2001 developed in 1.5ºN.
