Well, from my understanding that the sustained to gust ratio is MUCH lower over water than over land, (where it can vary from 1.2 to 1.6 of sustained from what I've read of pro mets on this site). Now the NHC gives Rita a peak of 155 KTS, or around 178 mph (round it to 180 just for simplicity sake), This would allow for peak gusts over water, from (and I'm guesstimating here, 1.2-1.3) 216 to 234 so it is possible; but I feel that's a tad on the overestimating side. Like I said earlier, I have no doubt that at peak intensity her wind gusts might have reached or exceeded 200 mph, I'm dubious at best of wind extremes such as those suggested--not that it's impossible; just I'm extremely dubious of it.
