That seems true to an extent. Look at 1999's very severe Eastern drought. Floyd, and to a lesser extent Dennis, broke that one.
However Isabel in 2003 came AFTER a severe drought, and during a very wet period.
We shall have to see. 2005 was pretty dry during the summer months in the East, and is somewhat dry now though we've had some very beneficial rain lately.
