Now that 01W is in PAGASA's AOR, it is called Basyang.

Issued At: 5:00 p.m., 06 March 2006
Synopsis : At 2:00 pm today, Tropical Depression was estimated based from satellite and surface data at 1,150 kms east of Southern Mindanao (4.6ºN 137.0ºE) with maximum sustained winds of 55 kph near the center. Forecast to move west northwest at 13 kph. Diffused tail end of a cold front affecting Bicol region and Eastern Visayas.

The tropical depression east of Southern Mindanao has entered the Philippine Area of Responsibility and was named "BASYANG".

In theory, it can't go below the equator to maintain a circulation. So, the equator is the limit for the system not to completely disintegrate.

Philippines is Z+8.

You can't subtract 16 hours... remember the int'l date line. It's actually add 13 hours to EST.

(For example: Mon 6th @ 6pm EST = Tue 7th @ 7am PHST)
