Yes, that is just the coldest max temp. for the date (Feb. 19). It just shows that it is rare for Houston to see 30s for highs during the later half of February. There have been many many colder days than that...in fact, back in the 1800s we may not have gotten out of the TEENS on a few days! Also, during that 1989 cold snap you mentioned..highs only in the 20s were seen in Houston for a day or two! Also, the longest freeze for Houston was 5 days long back in 1951!
