Project Impact

Hey guys, I was just wondering if anyone has any information on Project Impact??? I have heard the gov't cut FEMA's fundings for this a couple of years or so ago, now I think is the perfect time to get it back on its feet, and thats what I'm planning on doing... I understand that if Project Impact had been in place in N.O. during Katrina, it could have saved alot of money, and probably a bunch of people's lives... So, if it was working, why did they cut it??? Thast what I want to know..lol Stupid funding... :( :cry: :(
