well they are finding 35 or 36kts winds so if they can just find a closed LLC then this will be upgraded to a TS

But I now wonder about that flight P.K. because it has continued to fly southward.Maybe going to 93L?

Those 36 kt winds looked to be at flight level - and I believe someone mentioned here about a 70% reduction due to the low level at which they are flying. Therefore, 25 kt surface winds seems about right.

there are westerly winds but the circulation may not be closed

As good a place as any I guess Luis given the wording "UPPER LEVEL WINDS APPEAR CONDUCIVE FOR TROPICAL CYCLONE FORMATION IN THIS AREA" in the TWO.

Umm no vortex yet despite the three passes thru the center which means no close circulation.
