Yes... they found 90 kt in the NE quad.

Yes, and those winds were ~5kts weaker, as the SE quad is the front right with Wilma. Sure, it could be a sampling discrepancy, but if these winds exist in the SW quad, then certainly there are stronger winds in the SE quad.

I don't think this particular plane has sampled the SE quad yet, that was the plane before.

96 kts and a large wind field around it. I still feel this might be a bit stronger than many are thinking as it approaches Florida.

No, they definately have. It was strange when they were only finding a max of 89kt winds. The 96kts (maybe higher) winds seem to be more in line with the rest of the storm.

how do you figure out the surface winds from 700MB?

You can extrapolate (not sure of the conversion), or use the dropsondes like they have been doing.
