Is thinking of Tampa/St.pete landfall to far north?

I would say any where along the florida coast should be watching and prepairing for this! Looks like all the models now take it in the GOM between cuba and the Yucatan

would you venture to say the Panhandle of Florida is much to far North at this point?

Not in the least, unfortunately -- though how intense 24L is when it reaches the US coast is very much dependent on how much (if any) land interaction occurs while it moves from the Caribbean to the Gulf. A more concrete 'yes' or 'no' won't be known for at least a couple of days.
