From the 5:30pm TWO:
A WESTWARD-MOVING TROPICAL WAVE... ACCOMPANIED BY A BROAD LOW
SURFACE LOW PRESSURE SYSTEM... IS LOCATED SEVERAL HUNDRED MILES
SOUTHWEST OF THE CAPE VERDE ISLANDS. THIS SYSTEM HAS CHANGED LITTLE
TODAY... AND UPPER-LEVEL WINDS ARE ONLY MARGINALLY FAVORABLE FOR
ANY SIGNIFICANT DEVELOPMENT TO OCCUR.
