Copy rights on the internet is a tricky thing. I didn't look at all your links (tired) but this is a big ongoing debate with writers (the only aspect of copywriting I know about online - but figure photography is in the same venue). If they ARE covered, the individual who took the photos has to stay on the case with written copy right documentation - because otherwise it is considered public domain. Many people put disclaimers on their work but...it's not a pretty world out there in cyberspace for works put on the net. Sort of like sites that sell information that anyone could google and get but would rather not take the time and don't mind paying some slight fee to get another way. I've actually read re-written stuff I wrote (for pay in physical print - mostly Caribbean Travel & Life) online by whoever...not like I'm some famous writer at all but I am published - and truthfully, didn't care enough to make a stink about it - I should have done it myself anyway. But some photographs can be very valuable...would be interesting to follow up on.

Data and imagery from a Public Agency such as NOAA or a public funded platform such as GOES are Public Domain and can not be copyrighted by the Agency releasing them. If a private concern or party alters the format in a special way then they may copyright the altered product. However, when using Public Domain information, it is common courtesy (and usually requested) that the source of the data or imagery be identified.
