Could these winds be caused by the friction between the developing low pressure system and the high to the north, and not just the low itself?

Station 41008 - GRAYS REEF - 40 NM Southeast of Savannah, GA

Reporting winds near 20 knots.

Station SPGF1 - Settlement Point, GBI (Grand Bahama Island)

Reporting winds less than 10 knots.

:hmm:

Can someone explain why a bouy hundreds of miles can be reporting stronger winds than a bouy near the storm?
