I mean damages weren't exactly excessive (1998 had hurricanes and tropical storms that caused similar amounts in 1998 Dollars not 2002 dollars)

I think the death toll was on the lower end of the scale?

Lili was retired because of the hype surrounding the once Cat 4.

Storms aren't retired on hype. Period.

They are retired on casualties and damage.

someone mentioned TS Allison, and this is exactly the same scenario, if Allison can be retired, so can Stan because of the large amount of deaths alone

Theoretically. But had Lili not ever been a major hurricane barrelling towards New Orleans... peaked at what it made landfall as and done the same amount of damage and caused the same amount of deaths... Theres a really good chance it wouldn't have been retired. Period.

59 deaths for this part of the world is not abmormal. Its close to the number that Opal caused in the area

Yep, Opal caused 50 in Guatemala and Mexico (31 and 19 respectively).

Cesar caused 50 in this part of the world, too, and it was retired.

I just don't know. I'm leaning towards no right now... but the storm isn't over and full extent of the damage isn't known.

Things that would make Stan retire:

From Wikipedia:
caused severe flooding in Central America and southern Mexico and has led to at least 59 deaths, a number that is still rising. It is being compared to Hurricane Cesar of 1996 and Hurricane Diana of 1990.

Stan has been blamed for at least 59 deaths, and the number will likely continue to rise.

The storm produced landslides, flooding, and high winds throughout its path through Central America, as upwards of 20 inches (500 mm) of rain has been reported which has led to the destruction.

Lili was retired based on the damage to Cuba.

I say yes, since the death toll is definitely rising. I say replace it with Sean or Steve.

Emily also hit twice as a major hurricane, and leveled Grenada for the second time in 10 months. Its credentials to date are far better than Stan's

I think both Emily and Stan will be retired.

Previous weak but retired hurricanes:
Cesar 1996 hit at 85 mph, killed 51 people
Diana hit at 100 mph, killed 96 people
Agnes hit at 80 mph, killed 122 people
Klaus hit at 80 mph, killed 12 people

The one in there with the worst credentials to be retired is Klaus, which I have a mixed feeling about Klaus being retired. However Cesar was retired, and the rising death toll from Stan of 67 is already considerably higher than Cesar, it has a good shot at retirement.

Allison would be the prime example of a "weak" system with an horrible aftermath.

When Jeanne killed those 3000 people last year wasn't she still a tropical storm, I suspect she'd have been retired just for the dead in Haiti even if she hadn't strengthened into a Cat 3 and hit Florida.
