Tropical Cyclone 03B in Bay of Bengal

I'm not quite understanding this one as it looks like it's partially over land.

01/2030 UTC 18.6N 86.0E T2.0/2.0 97B

1) THE AREA OF CONVECTION PREVIOUSLY LOCATED NEAR 18.0N
85.7E, IS NOW LOCATED NEAR 18.4N 85.8E, APPROXIMATELY 290 NM
SOUTH-SOUTHWEST OF CALCUTTA, INDIA. ANIMATED SATELLITE IMAGERY
SHOWS THAT CONVECTION HAS BEGUN TO BUILD OVER THE WELL-DEFINED
LOW LEVEL CIRCULATION CENTER. UPPER LEVEL ANALYSIS REVEALS LOW
TO MODERATE VERTICAL WIND SHEAR AND FAVORABLE DIVERGENCE ALOFT.
MAXIMUM SURFACE WINDS ARE ESTIMATED TO BE 20 TO 25 KNOTS. MIN-
IMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1004 MB. THE
POTENTIAL FOR THE DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE
WITHIN THE NEXT 24 HOURS IS UPGRADED TO FAIR.
