It decreases the chance of it becomming a tropical depression today, but it doesn't decrease the chance of it becomming a depression tomorrow or the next day. We know how fast these things can organize.

That small blow up near what appears to be the center is getting cold cloud tops on WV, let's see if it grows over the next couple of hours. If it does we got lift off IMO.

Looks like a solid build up right to the west of a possible circulation as mentioned...

dont be fooled by that. those are due to the upper level winds blowing the clouds in that northerly direction.
