that accident does not count toward the death toll, since the accident did not occur during the storm

Rita will be retired. Remember we don't even know what happened in Cameron yet - do we? Also, I thought the criteria was for a name to be retired when Cat 5 status was acheived - or is that just on landfall. Anyway, this came after Katrina too and has flooded NO again.

If Dennis was retired then surely Rita will be retired.

Dennis was just a tad bit more destructive than was Rita. It leveled a large percentage of Cuba, which is what it will most be remembered for. It Cuba twice as a near cat 5

FALSE.

Erin 1995 was a hurricane, hit the U.S. TWICE, not retired

Danny 1997 was a hurricane, hit the U.S., not retired

Irene in 1999 was a hurricane, hit the U.S., not retired

There's a bunch of other examples.

Of course.

Hurricanes are remembered by the locals devastated by them. Rita will be remembered by people in Port Arthur, Sabine Pass, and Cameron as the worst hit they've taken since Audrey. Not as bad as Audrey, but still a very bad hit. To Houstonians and Galvestonians, Rita will likely be remembered for the massive evacuation and all the ensuing chaos she caused. And in New Orleans Rita will be remembered as a big pile of salt on their wounds. Plus the flooding rains are still materializing over the ArkLaTex.

I mean, the chances are pretty low that we'd ever encounter another Rita that would ever be confused for this one, but seeing as a Category 3, and a former Category 5, made landfall in a populated area of the US Coast, this'll definitely be retired.

Bret 1999 hit as a Cat 3 in TX, wasn't retired cause it hit a rural area. Remember that it does not matter how strong a hurricane becomes or hits, that is purely academic, but how much damage, deaths, and destruction a hurricane causes.

Are you sure about that? I would think that other considerations might come into play as well. Like I said before, becoming the 3rd most powerful hurricane (by pressure) in the Atlantic basin makes her worthy of retirement alone.

I forgot something and that is the amount of internal scars the people who are affected have. So yes, if a hurricane causes a massive amount of overhype (like because it's sub-900) but poofs, it could still be retired cause many people are still going to shiver when they here the name.

Not necessarily. Allison, for instance, was retired. Tropical storm that caused record flooding and the deadliest TS on record.

For the most part it's major hurricanes, but not every major gets retired.

No question about it - Rita will be retired for that 897 mb minimum pressure alone. It's not Gilbert, but that's history right there.
