NHC Watch a bit confusing

NHC Watch a bit confusing
It extends beyond the cone to the south, but not on the east (RFQ) of the storm. This seems backwards - is it due to the breakpoints, or is it that if it keeps going west they can say they were in the watches/warnings as a CYA??

Best guess?
They don't know if or how quickly that high pressure system is going to move out. Therefore, put all that section under a Hurricane Watch (36 hours before an hurricane conditions) and start reducing the watch area and replacing the outer edges with Tropical Storm Watches/Warnings later on when it gets time to issuing Hurricane Warnings.
