As far as cell phones go... I know on Verizon, when I've travelled from my home area and had reception problems, I've been told to dial *228 which will reconfigure your phone to closer/local towers. You might try calling your provider to see if there's anything you can do to help your reception problems.

Don't wait! CALL FEMA AND EVERYONE YOU CAN THINK OF RIGHT NOW.
Time is a killer. I called FEMA immediately on the morning after Charley. The next day they were swamped with calls. This is a time where the old "I'll do it in a little while" will cause hours and even days/weeks of headaches.
Prayers are for you and all there. MAKE THOSE CALLS!

We are survivors of September 11th. We could not enter our apartment for over a month. Insurance companies were in the city immediately. File a claim with your insurance company right away ! Also call FEMA right away. Those 2 will help the most. I know I will get slammed for this but the most unhelpful of all the agencies was the Red Cross. You should absolutely go and register with them but pursue the other 2 options first. FEMA issued checks right away and Allstate asked if we needed cash right away (thankfully we didn't).
