It is imperative to get everyone out of the city, regardless of their alcohol levels. This is not a drill, and lives are in danger. The lack of police is quite apparent in the live shot of very drunk people in the French Quarter far after curfew tonight.
We are observing an ongoing disaster. It's time to pull the plug on the celebratory parties, because of all the things that are happening right now, those who want to celebrate are not among those we need in this situation.

Perhaps temujin, that if evac had begun a day before, we wouldn't have to rescue hundreds or thousands in the city, or prepare coffins for the tens or hundreds who have died.
Then of course, we could have dealt with issues like disaster-drunk partiers on Bourbon Street who think that this is all grand fun.
