Hurricane force winds should move over Grand Isle and nearby extreme Southeast Lousiana during the early morning, Monday, with those winds reaching New Orleans by around dawn.

Very strong tropical storm force winds (sustained 40 to 60, gusting possibly to around 80) capable of causing power outages and damage will begin to move into Southeast Lousiana during the evening hours.

(edit. for slightly quicker storm motion)

Time is rapidly running out. They couldn't complete a cell phone call to a reporter in Nola on CNN just a minute ago due to high winds.

I would expect that some 60 mph gust are already being felt in parts of SELA, especially near the coast. Look at all the red cells in the radar loop. There's already been a tornado warning issued for one cell.

Based on Katrina's current 13 mph movement, distance (Katrina is approx. 150 miles south of the Mouth of Mississippi River as of 4 pm CDT) and hurricane force wind radius at 105 miles in each direction, Grand Isle should start to feel sustained hurricane force winds in less than four hours (8 pm CDT). New Orleans in less than 10 hours (2 am CDT).
Unfortunately that doesn't leave much time to complete evacuations this evening, especially from coastal areas. Expect at least 14-16 hours of sustained hurricane force winds for those in direct path in SE Louisiana and Mississippi gulf coast areas.
