Still has not ordered a mandatory evacuation!!!! Thankfully, Max Mayfield talked to Mayor Nagin to convince him to please evacuate your people. He told Mayor Nagin that he had 32 years of experience and this could very well be the worst case scenio for New Orleans.

Yer it seems strange when Martin County, FL declared a state of emergency this week when Katrin approached yet nothing in NO!

EVACUATIONS

Mandatory: Terrebonne Parish south of the Intracoastal waterway beginning at 6 a.m. St. Tammany Parish south of I-12, St. Charles Parish, Lafourche Parish south of Leon Theriot floodgates, Plaquemines Phase I, Barataria, Lafitte, Crown Point in Jefferson Parish, Hancock County, MS and Waveland, MS.

Voluntary: Jefferson Parish, low-lying St. Bernard Parish, low-lying Terrebonne Parish, Grand Isle, Lafourche Parish north of Leon Theriot
floodgates, Orleans Parish, Lower Ninth Ward and low-lying areas of New Orleans, and the low-lying areas of Bay St. Louis.

All pretty small scale.

Apparently, there have been some weirdly insane political/legal issues. An evacuation plan agreed to by the various parishes would not allow mandatory evacution of Jefferson Parish (New Orleans) before the lower lying coastal regions had a chance to exit. The Evacution plan that puts the only three highways into a one direction exit plan could only be evoked when the hurricane is over a level three. There is a legal issue about the requirement to provide the 60,000 people without cars a way out.

BTW some parts of New Orleans (oldest parts/ Frence Quarter) are above sea level, but not by much.

On a personal note, I lived in New Orleans in 1969, arriving their a short time after Camille. That was actually a near miss hitting Mississippi much harder than N'orleans.

Legally Mayor Nagin can't call for a mandatory evac....in my mind when they start the contraflow evacuation that should be equivalent to a mandatory evac for the city.

The MAYOR wanted to Issue a EVAC last night! BUT his City attorney said NO! tHE PROBLEM ONCE you issue a MANDATORY EVAC YOU MUST provide Shelters! and Only a few hirises and the Dome are rated for this type storm!

President Bush late Saturday declared a state of emergency in Louisiana, following a request earlier by Gov. Kathleen Blanco, a move that frees up federal emergency aid for the storm. Bush also urged residents to follow the advice of forecasters, and flee the storm.
