STATEMENT BY THE PRESS SECRETARY
The President today declared an emergency exists in the State of Louisiana and ordered Federal aid to supplement state and local response efforts in the parishes located in the path of Hurricane Katrina beginning on August 26, 2005, and continuing.
The President's action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives, protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the parishes of Allen, Avoyelles, Beauregard, Bienville, Bossier, Caddo, Caldwell, Claiborne, Catahoula, Concordia, De Soto, East Baton Rouge, East Carroll, East Feliciana, Evangeline, Franklin, Grant, Jackson, LaSalle, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Pointe Coupee, Ouachita, Rapides, Red River, Richland, Sabine, St. Helena, St. Landry, Tensas, Union, Vernon, Webster, West Carroll, West Feliciana, and Winn.
Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Debris removal and emergency protective measures, including direct Federal assistance, will be provided at 75 percent Federal funding.
Representing FEMA, Michael D. Brown, Under Secretary for Emergency Preparedness and Response, Department of Homeland Security, named William Lokey as the Federal Coordinating Officer for Federal recovery operations in the affected area.

Two different sets of Emergency declarations. State declarations kick relevant state disaster laws into effect (in Florida, the anti-price gouging laws and movement of emergency personell rules are the biggies) federal disaster laws cover different issues- FEMA, tax laws for disaster recovery, etc.

Also allows for the deployment of the military to assist with medical and evacuation emergencies. Look for military choppers to begin clearing out the hospitals tommorrow.

I didn't vote for the President but I still like him (same thing with former President Clinton). I appreciate the help and expertise. Governor Blanco said she had been in contact with the White House this morning and they pledged to help. What's curious though is the listing of parishes. Louisiana has 64 parishes. The list is for only 39 Parishes - the vast majority of which are in the central or northern part of the state. They seem to draw the line at north of I-12 w/ Baton Rouge, Livingston, E&W Feliciana and St. Helena Parishes. St. Landry is in Acadiana and without a map, I thank that might be the only truly Southern Parish on the list.
Perhaps this is due to the threats for parishes farther south and in and around the GNO area. Maybe those are potential staging areas or something.

Just as an FYI:
While either the governor or the president can declare an emergency and deploy the national guard, it is a different financial consideration for the guard... States do not pay as well for the mobilization as the fed does so the guard members are much happier if the feds declare an emergency. I have a buddy who is in the guard and I found this out last year when all the "fun" in Florida was being had.
Not sure how much of a pay difference it is from state to state but in Florida the pay difference is signifigant.
GW declaring a state of emergency at this time is going to make things *much* easier on all states concerned, financially, with Miss K.
