That is normally only a couple hours up B6 from Black River but its all forested and probably impassable from tree falls now. Doctors riding in on dirt bikes with some medical gear to set up a mobile site was mentioned.

Also if you start from the beginning of the video you see there were helicopters circling and a small boat rescue operation underway. Jeff said he was on Starlink with a rescue official somewhere. They usually want to secure the landing sites for rescue boats and helicopters first so those don't get swarmed. Surge in Black River was about 15 feet due to the shape of the coastline. Surge couldn't escape east and was driven miles inland by the strongest eyewall winds blowing North and Northwest.
