Doesn't matter, if something qualifies as a TD or TS; it should be labeled as soon as possible, for the sake of historical accuracy.
Exactly, just because it isn't affecting people does not mean that the NHC will discontinue monitoring it. If it does not hit land, and the NHC does not monitor it, then it breaks a record set by another earlier tropical cyclone, they will be held responsible and will have to receive intense criticism from the public.
