Suggestion: Improving Storm2K Topic Titles

I figure I put this on the table for those who want to discuss the issue...

As the Storm2K Site Statistician, I will be willing to make topic titles have proper capitalization and punctuation where need be. I've touched on this in the past and was told that it wasn't important. I think it will be a great idea for a great site. :D
