Well, the fact that they invited a reporter there to see this "graduation" sure suggests it's a propaganda thing.
I don't doubt they're trying to sneak people in, though.

Don't have to sneak people into the US, You just walk across in Arizona, NM or TX.

All it takes is one sleeper, look what happened in Florida with Foley and the pages. Now we are hearing about Ravenel and Giuliani.

Don't worry gtalum, the illegals will get their undeserved amnesty and the Mexican and Canadian Borders and Ports of Entry will still be as insecure as they are now.

If we had a sensible immigration policy, there wouldn't be millions of illegal immigrants to give amnesty to after the fact. The flow of illegal immigrants across the borders would slow to a trickle and we'd have a pretty good idea of who's here in the country. But that just makes too much sense.
It's a simple fact that desperate people will find a way to get here. Building walls, setting guards, and turning the US into a prison won't stop that. If you instead recognize that fact and allow those who want to come here to work to do so legally and easily, all of the problems of illegal immigration would go away overnight. People who are here legally can't be intimidated by threat of deportation into working for sub-minimum wage jobs. They also wouldn't risk their lives pouring acorss the desert. That would leave only the true undesirables sneaking across, and the numbers would be manageable, allowing the border patrol to do its job in preventing those fewer illegal crossings.
