Reward offered in dog cruelty case

Operation Kindness is offering a $2,500 reward for information leading to an arrest and conviction in an animal cruelty case.
Diane and David Leslie of Garland rescued a spaniel-terrier mix in East Dallas on March 23. A vet said the dog's wounds indicate that someone had wrapped wire around her muzzle for about six weeks.

If they don't want the dog, why don't they just simply give it up for adoption? Also, if they're trying to shut the dog up, they sure did a crappy job at it.
