Elementary, my dear Watson. All information was on a need-to-know basis. If you don't know it, you don't need to know it. The only people who needed to know were the ones who already knew it and they figured that nobody else needed to know.

Exactly. It's the whole "need-to-know" business. Jeez... I've heard that line WAY too many times in the past few years.
