Nations work to foil allies' Iraq plan

Anti-war countries want more power for Iraqis after June 30th. Four key nations proposed major changes wednesday to the US-British draft resolution on Iraq. It moves for new government control over the Iraqi army and police and require the multinational force to consult on military actions instead of self-defense. A three page proposal by China- which diplomats say was supported in large part by France, Germany, and Russia- would give interim government that takes over on June 30th, the right to decide wether foriegn forces remain in the country and limit the multinational mandate to January 2006.
