Defense Secretary Donald Rumsfeld outlined three scenarios that could avert a war against Iraq: Saddam Hussein leaves voluntarily and is followed by new leadership that abides by international law; Saddam leaves involuntarily; or Saddam adheres to U.N. resolutions.
