The pentagon has got word of the test because the North Koreans are putting on a no travel zone of ships at the sea of Japan and that indicates that NK will have another test of a short range missele while all the attention is on Iraq.

It is normal to declare an exclusion zone before a missile test. We do it on a regular basis. I believe that this is the same type of missile that was fired recently. Btw - in the prior test 2 missiles were fired, 1 crashed shortly after launch the other completed the test successfully.
