Not according the Apple website:

iPhone Out-of-Warranty Battery Replacement Program Frequently Asked Questions

What is the iPhone Battery Replacement Program?
If your iPhone requires service only because the battery’s ability to hold an electrical charge has diminished, Apple will repair your iPhone for a service fee of $79, plus $6.95 shipping. Be sure to follow these instructions for optimizing battery life and troubleshooting battery charging issues before submitting your iPhone for battery replacement.

How much does it cost to participate in the program?
The program costs $79, plus $6.95 shipping. The program cost is $85.95 per unit.
All fees are in US dollars and are subject to local tax. Service may not be available if your iPhone has been damaged due to accident or abuse. Please review Apple’s Repair Terms and Conditions for further details.

Will the data on my iPhone be preserved?
No, the repair process will clear all data from your iPhone. It is important to sync your iPhone with iTunes to back up your contacts, photos, email account settings, text messages, and more. Apple is not responsible for the loss of information while servicing your iPhone and does not offer any data transfer service. Please do not send any accessories with your iPhone.

How long will service take?
The repair process normally takes three business days. See the iPhone Service FAQ for information about getting an AppleCare Service Phone for you to use with all of your data while your iPhone is being repaired.

(restating & expanding previous post to clarify what I was saying. .)

The fact that they charge for replacement of the battery is not new. The iPod (60gb photo, 80gb video, Nano, etc) battery replacement is 59.00 plus shipping. I am not surprised that battery replacement for the iPhone is 79.00 plus shipping. Besides, if you read on the Apple website for batteries, they do suggest ways to optimize your batteries on the iPod, iPhone, and laptops.

This also is for out-of-warranty work. The normal warranty period is one year. If you have AppleCare (and if I had an iPhone, I probably would consider it), it is extended two more years. In-warranty battery replacement is significantly cheaper.

There are third-party vendors who can replace the iPod battery for less than Apple. I'm sure they will extend their services to iPhone batteries, also.

Well guys, had my hot little hands on one today and you can have it I won't. My boss bought one this morning and I spent several hours trying to get the dang thing activated. Called A T & T where he bought it lady says she really doesn't know how to help me duh. Called Apple went through every thing in the book. I finally realized that XP on his computer had not been updated, so I spent 5 hours downloading all the updates, started at noon left the office at 7 PM he called me at 8:30 PM and he was on the phone with apple again trying to get the dang thing activated still not having luck. If I spend $650.00 on a cell phone it better activate itself or whoever I buy it from better hand it to me working....unreal

Most of the problems with activation have been on AT&T's side. Calling the store won't help, because they won't know squat. Call AT&T customer support. They are responsible for activation of the phone. Not Apple. Make sure you are using iTunes 7.3. Is he currently with AT&T or is he switching carriers? If he switching, is he porting his number? Porting the number may take a while. There have been reports of certain carriers taking their sweet time in porting over numbers. Let me see if I can find a decent iPhone forum that can help.

ETA: Try here. AT&T Customer Service at 1-877-419-4500 And maybe here, too
