N. Korea in breach

The governing board of the U.N. nuclear watchdog agency passes a resolution declaring North Korea in breach of U.N. safeguards and sends the issue to the U.N. Security Council.

Yes and North Korea has said already that if the matter is going to be at the security council it will be a declaration of war.

But one thing is saying it and another thing is doing what you said so let's see what will be the reaction from Kim Jong Ill.

They (NK) have repeatedly maintained that they will only negotiate with the U.S., directly; no "intermediaries", no UN, no other international regulatory bodies.
