QBO question

I would appreciate some clarification on the difference between the westerly and easterly QBO phases. In addition, is it possible that an easterly QBO provide a favorable environment for Atlantic TC development? Is the westerly phase more favorable than the easterly phase?

Unfortunately, QBO isn't something I've studied significantly, but from what I have been taught, QBO is just another piece of the puzzle. Think of it this way: even if shear is somewhat unfavorable, if the other parameters are strongly in-place, there's a good chance of cyclogenesis.
